What is the best way to reach Los Angeles public employees such as police officers, firemen, teachers, and medical workers? Are there specific marketing forums for these public servants?

It all depends on what you are marketing. I don't know of any specific forums, but there are employee associations for most public (City, County, State, and Federal) departments. Most employee associations have newsletters that allow paid advertising, which is probably your best bet to reach your target audience.
