So he owns both units. I would talk to the condo board president and other condo owners to start off with.

Share with them you have complained several times to the owner, and nothing is being done about it. I would also put in their ear the liability they will be part of in the event a young woman goes up there and gets raped, or someone is hurt or killed in a drunken stupor either in the unit or on the property.

That might get them moving. Part of the downfall of condo living is if something goes wrong(like a child drowning in the community pool) everyone gets sued.

That might be enough to get some action, embellish if you have to about your safety concerns. It also impacts their property values if something bad happens, in addition to the unit itself being trashed.

Check on the LA city website for rules in regards to housing.

And call the police again if need be.
