I know a person receiving welfare, yet drives a nice Mercedes SUV... I don't know how this happens, but it proves more taxes isn't the answer for this issue when there is so much abuse of the system as is.

I have never asked about living off government support or about living in LA with no money. This is the first time I asked a question about support for a friend not for myself. The previous questions I asked before has nothing to do with this person this is a different situation.

But wouldn't they need to have a license with a California address in order to receive benefits in LA? I don't think they can have a license with an address from a different state.

The system has another name for the program now, it's not food stamps.

I think it's called snap.
Google the snap program, and it will tell you who is, and who isn't qualified to receive the snap card.

It depends on where you rent the mailbox. If you rent from a UPS store, or other business, there's no way to tell the address isn't a street address, an apt. building. My mailbox address is on my driver's license and checks. I use it for everything. Police recommend that, for women's safety.

Look. The guy isn't on any official radar in California. So he can go to the Motor Vehicle licensing place, and ask for a state ID. He'd need an address, but he could get a state ID, and use his out-of-state license for driving. He could use his rented mailbox as his address for the ID.
