Maybe it is to replace the many fema tents across the street. I always wondered why the grassy property was opened up for tents (to get the tents off of the sidewalk?), but then more fema tents were given to them to put on the street.

It runs with the land's deed restriction. The VA was there before almost everything else sprang up around it, with the VA's intent of giving soldiers a place to rest. All the tony stuff to the west didn't come until much later.

That area next to the freeway isn't going to be housing. Esp not that close to the freeway when there are more ideal locations hundreds of feet away. The draft looks like a park. Based on old google maps photos, it looked an underused area that housing building materials, but otherwise that is it.
