I'm assuming the way they asked the question implies homelessness is the social problem?

Some things to think about...

- How does homelessness in an area of Los Angeles affect that area? Think how homelessness can burden businesses in the area by driving away customers, keep families away from that area because of the fear for their children's safety, etc...

- Do children of LA homeless families become homeless themselves?

- Have social programs helped to mitigate (reduce) homelessness, or are they ineffective? That would be a problem because of the cost to the taxpayers.

- Why are there so many homeless in the Los Angeles area? Is it that our society fails certain members of our community, or is it inevitable that certain individuals cannot take care of themselves no matter the circumstances? Or do homeless migrate to LA because of the tourism and weather?

These should help get your thoughts rolling...if I interpreted the question right.

Most of the homeless in los angeles county are mentally ill and/or drug addicts. There are adequate private and pseudo government support agencies and beds to take care of anyone in los angeles county that seeks help.

But people can't be forced to accept help and thanks to a mid 1970's California supreme court ruling, the mentally ill cannot be forcefully confined.

Why just in LA? Its everywhere, in every state, in every town, pick a city and you'll find it.
