The fix-it ticket is only $30 because it is a correctable violation. When you signed the ticket, you promised to either go to court to fight it or to fix the issue and pay the fine. Since you didn't request an extension, fix the issue and pay the ticket, or go to court, you are now being fined that that particular violation calls for. The fix-it ticket was basically a chance to avoid the $831 fine.

The judge may charge you with "contempt of court" if you don't show, or "failure to pay a fine" if you don't pay it. You'll get an additional fine, a misdemeanor on your record, and issue a warrant for your arrest.

What you should do is go to court and try to argue your case. He won't care that you're unemployed (obviously you have money to buy gas, pay for car insurance, etc. since you were driving a vehicle). Maybe you can argue that you were borrowing a vehicle, and the owner refused to allow you to have the violation corrected (and thereby letting you complete the fix-it ticket requirement). Maybe getting a lawyer will help, but that will cost you more money.

I don't think that the judge would let you go completely; perhaps you can at least get him to lower the amount to something more feasible for you. You will have to pay something. It's not the Court's fault that you were driving a vehicle that violates the vehicle code (stock vehicles are legal, but modifications to it such as tint may cause the vehicle to be illegal). It's your responsibility to ensure that the vehicle you're operating is safe to operate on public roads (tint supposedly may make it harder for drivers to see people and things on the road as they turn left or right).

Next time, don't tease the court by not obeying their due dates. Tickets aren't like jury duty service where some people ignore the summons and seem to not get caught. Tickets are money for the State, so they will keep going after it. You should have borrowed the $30 from someone (fellow student, family, friends, neighbors). In that way, at least the person you borrow the money from probably won't sue you when you're a few days late in paying them back.
