Any advice on parts of the city/neighborhoods/schools would be best for a family with special needs/language issues 5 year old. Also if there are areas you think we should avoid.

Wisconsin is a very good state for special needs issues. For schools in Madison, try to find the madison partners website. It is a listserve for those of us with kids with special needs. I know first hand that the Middleton school district is also very good and have also heard good things about Verona.

Alied drive, park st. near the belt line, and some areas of Fitchburg right off the beltline on Fish Hatchery road.

Did you find out anything more? I am in the same boat as you - moving with special needs child and could use some advice on good areas/schools as well as those to avoid.

I am in McFarland, which has an excellent school district and is about 15-20 minutes from downtown Madison. It's also where Common Threads is located, which is a school for children with autism. I understand the McFarland Early Learning Program is also excellent (preschool for children with disabilities).
