Silver Spring comes to mind since it's just off I-95 and the beltway. You can easily take the metro into DC.

I definitely agree that anywhere in the DC area is convenient as long as it's near the Metro. I've done that trip a lot. You can take the Metro into Union Station and then take the Acela Express to NYC. The Express is more money, but saves you tons of time, and is a much nicer and more comfortable ride. Total time should be under 4 hours between metro and amtrak.
