Definitely check out Ellicott City. Might be a bit on the pricey end of your budget, but it's well worth it.


Might I ask why you don't want to live in Baltimore? There's some ritzy neighborhoods there like Locust Point and Canton where there is a lot less crime and drugs and nicer properties.

Or how about the Icon on the Roland Park/Hampden border, ICON Residences at The Rotunda | Apartments For Rent In Hampden ? That location has high density and a fairly urban form, but with much lower crime rates. Of course if the OP loves living in suburbs (and crime really isn't the issue,) no place in the city will be suburban enough.
