MONTERREY, Mexico (AP) - Four teenagers say police in a northern Mexican town spray-painted their hair, shoes and buttocks to teach them not to paint graffiti on public property.
Emilio Alfaro of Nuevo Leon state's Human Rights Commission said Thursday the youths have filed a complaint alleging that police in Guadelupe slapped, kicked and painted them with spray cans after detaining them for vandalism.

Am retired in Baja and the kids would spray paint there crap on the weekends. Now that school days are over they have started to do it on weeknights. You can tell their age levels based upon the character letters an height of the spraying.
A man I talk too at the weekend flea mkt told me of a small kid about 10 who wanted to buy a can of spray paint but he would not sell to the kid...when they reach 18 he has no other choice being legal.
A house close by me was sprayed a few yrs back. Some person sprayed back in Spanish "little kids in diapers" which was on there for about 5 yrs. Owners did not live there so were not bothered by the spraying...house was vacant. After that no one sprayed the wall for that 5 yr period and finally the owner covered over the wall and it has been clean ever since.
Lot of damage done in the last two weeks on the toll road overpass supports and walls.
Cannot understand why the police do not confer with many of the parents in my area to put a stop of the damage being done by their kids. Basically the parents are too blame in not controlling their kids.
This is a bad thing? If the police could get a video of them spraying graffitti and the "payback" I would think that it would be a viral video on the net and they would get a lot of support.
