Default Developable Land

How much of the counties down there (Dade, Broward, PB) are developable?

for ex, Dade county is almost 2000 square miles

http://en.wikipedia.org/wiki/Dade_County%2C_Florida

but alot of that is in the everglades.

How much of the counties can actually be built on?

The vast majority of development has to be infill within Miami-Dade, rather than new developments that are expanding the city outwards. Miami-Dade has an Urban Growth Boundary that limits growth on the western portion of the county, and of course, the Atlantic Ocean/Biscayne Bay limits the growth on the eastern side. The county has a few places to expand to the north, but that's about it.

Broward is very close to "buildout." Most of the focus now seems to be on redevelopment.
