Not Traverse City, but I took this of the Kalamazoo River in Saugatuck back in November. The river is connected to Lake Michigan past the dune in the upper right. The tugboat out past the docks is grounded in the riverbed. Normally the dock sections are toward the upper part of those poles they're attached to. You can see they're a good two feet below.

That tugboat has been stuck there since the 1990s if it's the one I am aware of.

I had no idea that the K River is affected, too. But when you said that the river is connected to Lake Michigan, I think it might make sense to me. That is really something to see.
