A single soldier who gets their first duty assignment in Germany right after AIT...how long is the average tour-of-duty in Germany these days? 2 years? 3? 4? Will it depend if they have a combat MOS?

Are the average tour-of-duty lengths being cut or expanded due to the DoD budget cuts? And my question applies specifically to the US Army and for single soldiers, but any input is welcome.

From Army Regulation 614–30, Assignments, Details, and Transfers Overseas Service which you can read here: http://www.apd.army.mil/pdffiles/r614_30.pdf

Table D–1 Criteria for overseas tour lengths

Normally the tour in Germany is 24 months unaccompanied. Normally does not matter on the MOS.

But why do I think this is a trick question?

For example when you have less than 6 months remaining until your ETS when you tour is supposed to be up, you may be extended until your ETS. Etc etc etc. Lots of other things can also change...

In addition to the tour length variations (accompanied vs unaccompanied), the unit you are in can dramatically shorten your tour. Units in Germany are going to deactivate in the near future. That means those Soldiers will be going to other units in the Army. At best, only a small group of Soldiers that are transferred to other units in Germany.
