Seeing how there hasn't been a draft since 1973 I'm going to assume you mean if a draft was reenacted. Like was posted in #2, 5 years and/or 10,000 dollar fine, also the lose of certain federal benefits and the possible lose of your drivers license (depends on the state).

And I don't think that those are even in any law right now. To reinstate a draft would mean the adoption of a whole new law. The current Selective Service Act doesn't have a mechanism for a draft in it.
