Intentionally shoot into a buddy's armor so he will gain confidence that it works, I never heard of it. Have people down range when special forces types shoot the target next to them was said to be common in those units.

On the back of his helmet? With a white border around the name tag my first guess would be some sort of exercise observer/controller.
