Some cities near the TC that are very anti-development? (Cambridge: school, taxes)

Well once I finally decided on where I want to move after I finish school, I realized that my apprenticeship after school will require me living back here in Minnesota for quite some time. Maybe until I retire. So even though I really hate the cold winters, I guess I'll have to deal with them.

Anyway back on topic, I really don't like living in the city. The stress of traffic, people driving by with subwoofers so loud I wonder if they have any eardrums left at all, people being in the way in general. I want to live somewhere where I can get a reasonably sized piece of land (hoping ~20 acres, or more of course) to keep some horses on, and where I won't have to worry about a housing development suddenly popping up adjacent to my property, and then the city government being coaxed by the developer into raising my taxes until I'm down to almost no land or being forced to move. What are some cities within say 40 miles of the TC's outer limits, that would be worthwhile looking into?

Cambridge and Redwing both seemed really nice the times I've been there, but a little too far from the Twin Cities to get a job.
