well let's start with the circumstances of #27 for which he was released from prison in 2014 after serving 5 years for his 27th DWI, this one in Ottertail Co....

Danny Lee Bettcher, 61, was released Dec. 29 after serving about five years in prison for his latest drunken driving-related conviction, said Minnesota Department of Corrections spokeswoman Sarah Latuseck. Prosecutors said he blew through a stop sign on his motorcycle in Otter Tail County while his blood-alcohol level was twice the legal limit.

...he kind of looked like one of the Snow White Dwarfs, tho I can't make up my mind as to which one....Doc maybe?

Bettcher was released under the Department of Correction’s highest level of supervision, during which he’ll report to a Becker County probation officer.
Bettcher is being supervised under Intensive Supervised Release, which keeps him on GPS and continuous transdermal monitoring.

I tried to find the US record holder but that info is not readily available, and it may be possible that some of these arrests may not have resulted in convictions or may be more than one offense lumped in with one incident such as DWI, Reckless Driving, etc...

anyway, South Dakota had one serial DUIer, Jerry "Mr. DUI" Zeller that "seems to indicate roughly 33 prior arrests for DUI," according to Rapid City Police. However other news accounts of Zeller indicates authorities don't really know the exact total.

After a trial in November 1997, Zeller was found guilty of a DUI, but was deemed mentally ill. It was the first verdict of its kind in South Dakota, an acknowledgment that alcoholism can rise to the level of mental illness, said his defense attorney Gary Colbath.

It seems that the only thing that was able to keep Mr. DUI from driving drunk again was his death in 2008. Zeller fell asleep with a lit cigarette which caused the house fire that eventually killed him. Rumor has it that alcohol played a part in the incident.

...and now on to Mr Drunk Minnesotan Contestant Danny Bettcher (now of New York Mills), who scored #28 on Sept 28th.

My advice to Mr Bettcher, since quitting drinking-and-driving is clearly out of the question, would be to do something with his hair and get a subscription to one of those razor clubs. Other than that, maybe get a set of vanity plates that say "28 DWI"
