4-5 weeks should be pretty sufficient in finding a place, considering if you've scoured enough listings and know what you want, and the rent you're willing to pay. However, a caveat is that many apartments may only be available by July 1st, the unofficial "moving day" in which the majority of lease contracts expire and everyone moves. So make sure you're looking at apartments that are available when you move.
I can only speak from my own upbringing, but if you're willing to live in the South Shore (suburban living), I found the public schools in Brossard to be pretty good. I went to elementary school and high school there, and all were French schools, schools were accessible by public buses (though only during rush hour), and I had no trouble walking to school if I had missed it.
