WVU has put out a request for evaluations and eventual renovations to the Mountainlair parking garage and Mountaineer Station parking garage. Also at the Mountainlair this summer, Hatfileds is undergoing renovations to become a cafeteria of sorts and JACS is being renovated (supposedly a nice coffee bar area is going to be included in the new plan).

Before people start speculating on the garage, it's only for repairs and maintenance. The 5-year Restoration Program calls for an estimated total of about $615,000 in fixes. This won't result in any major reconfiguration of the Mountainlair and garage, as much as it might be desired.

I don't see how they could improve the garage without making it larger, and I'm fairly certain they don't want to add stories because the plaza on top of the facility has great value. It makes sense that the goal would be to insure the safety of the structure and at the same time the above ground plaza.
There are a lot of competing uses for construction money, and tens of millions will be going into the new business and economics structure in the near future. The athletic dept. is apparently evaluating competing bids for naming rights for facilities in exchange for big bucks. I have to believe the Coliseum is part of that endeavor. Most WVU home basketball games … all of them against Power 5 opponents, are played on national television so that should bring in some serious change.

Okay. That answer my questions why the "brand new" Mountaineer Station garage was included

WVU's games have been played on national TV for the better part of the past 15-20 years. The difference is now the Big 12 money compared to Big East money. That's a difference of about $40 million/year

They might need to do work to it to incorporate it into the new garage that is going to be built to the left of the current one (if they chose to combine them that is).
The big plus I see is that very little, if any, tax dollars are used in WVU athletics as they pay for themselves.
As much as I detest being in the Big 12, there is no doubt in it being the biggest financial boom to WVU athletics.
It is actually a great league for WVU. They have top flight opponents every time out, and still have room to schedule regional rivalries like Pitt, VTech, Penn State, and Maryland. The money places the primary program from this little state among the Top 30 in the Nation, and it just keeps getting better every year. Since this is an energy state, it fits right in. There are tons of fans from other XII schools in the Morgantown area all the time. It is a win - win all the way around.
