Both HUD/FHA & the VA have moratoriums on exterior painting from November 15th to April 15th of every year. That means the painting can be escrowed and delayed until after April 15th.
Of course, that's going to be too easy to do. Lenders will often complicate it. Many lenders want 1.5 times the amount of the estimated repair placed into escrow. If the cost to paint is estimated at $ 2,000, they may want $ 3,000 placed into escrow.
Also, while HUD/FHA & VA will permit a winter escrow, lenders can put their own over ride stipulations onto
the loan. That means they may not want to do an escrow and will require the painting be done, even in weather that is too cold.
Your guess is as good as mine as to what any individual lender will do. If you know you're going to use a government loan and you know the house you're buying needs paint, it may help to ask your lender what their policy is in regard to this matter before actually applying for the loan.
