2010 Matrix ii 150cc (no title) (speeding, buying, ticket, Washington)

I'm thinking of buying a scooter with no title. I live in Washington State and the seller is willing to give a bill of sale. So, I have a few questions!

- Is it difficult to get a title?
- Is there a weight limit for a 150cc scooter? I'm 360lbs
- Do I need to get insurance?

I'd call an automotive title service. Most likely there is a procedure in your state. It just may take extra time.
In Florida, we are not required to get insurance, but I believe we are unique.
350 lbs on a 150cc?
Well you may never get a speeding ticket. Particularly if your going uphill.
