Why do online movies have no subtitles for foreign parts? (dvd, vs)

When I watch most English movies online for streaming or download, when a part of a movie that has a foreign language comes up, the uploader of the movie removes the subtitles. Why do they do this? When I play an actual DVD of a movie that has foreign parts, the subs are there, so I know it's the uploaders removing them. Or is it some kind of glitch?
They are probably streaming a copy without the SRT files. Sometimes the subs are hardcoded, but other times they require the SRT files which contains the subtitles. They use SRT files because of the different countries. For instance they would use a different SRT files for german vs american or whatever.
If you do download a move that does have an SRT file, make sure you keep it in the same directory/folder that you move the video file. Most computer video players will use the SRT file if they see it in the same location as the video file, with the same file name as the video file (so don't rename the video file unless you similarly rename the SRT file).
Weird. I always thought they just layered the subtitles onto the movie in the editing room, so I too thought it was strange there were no subbies when clearly it was a DVD rip. But even still, if I copy a dvd it is still going to have the subs. So I guess I still dont understand why the subs are not there. srt files what? #confused
