I disagree with you, this is NOT their business to dictate what movies we watch or what movies are filmed. Rome does not BELONG to the church.
Newspapers always start with the big city. They go like New York, Washington, it does not necessarily mean the city in itself.
The film is clearly set in St.Peter's Square. That's located in an area called "the Vatican". This is also a territory which the Papacy and the Catholic (sorry the word offends you ) church owns. The Pope is the head of this state. They own these areas by default. Mussolini thought so. All of Europe still does.
They actually have the right to decide who comes in and who gets out. It "is" their house. This is not Rome. Actually, Rome sort of belongs to the church too, historically.
Ron's just a sneaky bugger who sent in spies to do some secret cam work. That's cheesy and childish
