It is close to Broadway at the Beach, which is a huge tourist shopping/entertainment district between 21st and 29th Avenue.
10th Avenue is somewhat less desirable as you head east crossing over Grissom. The police station is on 10th and Oak Street. Between the station and that complex in Section 8 housing, The Soup kitchen, Helping Hands, a huge Strip club, etc.

I wouldn't live over there. I would recommend if you're living in the Broadway at the Beach area to see if you can rent from a company or individual in the Magnolia apartments. For example, many individuals rent their apartments out at Magnolia North
