Really? The state's fiscal situation and possible upcoming budget cuts would scare me too much to take a position there.

i am thinking that if i get in, job security is good, but may be deluding myself. have you had any experience w state?

State job security isn't what it used to be, they've been laying people off for several years. If you're working in a federally mandated program which isn't likely to lose it's mandate with federal budget cuts then your position would be reasonably safe but even that comes with the caveat that the state lays off based on a seniority system. If someone with higher seniority was tapped for a layoff and they were qualified for your position they could take it from you.

I work for the state. It may not be as secure as it used to be, but it's probably one of the most secure jobs in the state-if you get in. Including myself, most people I know at work got in because of a relative, friend, etc.
Pay is low when you compare the same position with one from another company/sector, but the benefits are very good.
