I've spotted homes in Penacook and Boscawen for potential home business sites.

Does anyone know how friendly these towns are for in-home businesses?

Most NH towns are supportive of starting home businesses. Just don't mess with zoning laws or expect any help or tax relief.

You had read up on what a home business is in New Hampshire.

If you have a sign, then there may be a prohibiative sign ordinance.

If you have clients parking, there may be a parking ordinance.

Just check out the lady in Meredith, New Hampshire a few years back. She did sewing at home. She placed a very small sign on her mailbox. The town was up in arms. No signs mean no signs. She had to take her tiny mailbox sign down. Not on mailbox but above mailbox.
