Dover area demographics (child care, special education, needs)

Hello All;
I am trying to find out how to determine the need for child care/early education for special needs children in the Dover, NH area.
A colleague and I, who have both been teaching in the special education field for over 20 years, are interested in opening a facility that would focus on the needs of these children and families. We would like to determine the potential for serving the appropriate community.
Any suggestions of how to begin this process are welcome.
