County Sheriffs in NJ usually assist in running the county court and prison systems. They also perform actions such as evictions and foreclosures and handle siezed property. Many of them also serve as holders of specialized equipment that local departments couldn't afford to maintain. Things like SWAT units and armored vehicles, specialized K9's, etc. They don't generally do routine patrols and enforcement, if a department needs assistance there it is usually another town that fills in or the State Police, but they do occasionally patrol rural areas where there is little presence.
I have a CITY Sheriff that the only thing I've been able to figure he does is ride around in his Sheriff car, run for re-election, and sign off on my gun permits.
..wait for his pension and subsidized family benefits, from your pockets and then tell you how he makes your life much safer by fighting off gangs of squirrels and moving dead deer in Bergen County.
The Sheriff also handles warrants and most departments have a full-time warrants division. They often are responsible for catching fugitives and tracking people down who don't show up for court appearances or make child support payments.
I think the role of the Sheriff in New Jersey should expand, personally. Under our state Constitution, any municipality that does not have its own police department must pay through the nose for the State Police to patrol. If we could get rid of this provision and empower our Sheriff Depts. to start patrol units, perhaps some tiny towns could be persuaded to get rid of their PDs and outsource to the Sheriff. Every time you have a PD - even for a town like mine, at .7-miles and 2,000 residents - you need a highly-paid chief, captain, lieutenant, sgt. detective, patrolmen, cars, equipment. If this could be farmed out to the county, you wouldn't need all of these positions duplicated in EVERY little town from Sussex and Cape May.
