Am I missing something or did he just hire the Newark Super for more then the cap? I have have mixed feeling about the cap but if YOU set one should YOU be the person that abides by it the most? Not sure I am getting this guy? What the hell is this all about?

Ah yeah you are missing quite a bit. Not the least of which is the salary of the superintendent hasn't been decided.

"These salaries are out of proportion with the private sector, current economic realities and district demands. Under the current proposal, the base pay of superintendents would be capped according to a sliding scale that takes into account the student enrollment of the district(s) overseen, with an increment of $5,000 for each additional district served by a single superintendent, and an increment of $2,500 if the district(s) include(s) at least one high school.

According to New Jersey Department of Education data, 366 school superintendents currently earn more than the new salary cap would permit.
As with all elements of superintendent contracts, the Executive County Superintendents would review and approve superintendent salaries to ensure that they adhere to this policy."

The only mention of salary I can find is this:

Though a final salary hasn't been decided, the $280,000 salary of the district's former superintendent is a "benchmark," said Christopher Cerf, the acting state education commissioner.

From my poor reading comprehension skills it seems as if she will earn $240K. Or at least thats what Christie said. You win.

According to the Christie standard shouldnt she "only" make 175k plus another minor stipend of a few thousand dollars? Why then does he say she will earn $240k? I guess he is allowed to break the rules. Way to go!!

Seems like this was always part of the cap structure.

The regulations cap most school chiefs' pay at $175,000 — the governor’s salary — but allow for superintendents of large districts with student populations above 10,000 to receive salaries above that cap.

So what are these rules? Let me guess nobody knows? This is all a sham. Why should a super make more then the person that run the entire state? Who should make more Christie or Anderson? Whose job is more importants? Whose job is more challenging? An absolute joke! I love how Christie's supporters find nothing wrong with what he does regardless its it blatantly wrong.

So she'll get paid more than the cap because Newark yoots are such high performers and there's more than 10,000 of them? Makes perfect sense!
