Your car will not pass with an active CEL on. If you take it to inspection with it on, you will fail and then you will be required to take it to a "state licensed emissions repair facility" to have it fixed or you can do it yourself. As for the year of the car, there are plenty of them around, so no issues there unless you have modified it extensively.

Yep, mine goes on and off. If the engine starts a certain number of times with no faults it will clear on its own. In my case that lasts several days until it trips again due to a misfire, which I need to change or clean a fuel injector for. That is because of the certain code that shows up when you question the computer.
