Chris Christie just announced on his Twitter feed, sorry I don't have a better source right now.

Counties affected are Bergen, Essex, Hudson, Hunterdon, Middlesex, Morris, Monmouth, Passaic, Somerset, Sussex, Union, & Warren.

Vehicles with license plates ending in odd numbers can only fill up at stations in these counties on odd numbered days of the month, the order said.

All license plates not ending in a number are considered odd, and should fill up on odd numbered days of the month, the order said.

It's the same method they used during rationing in the 70's.

Presumably if you're caught out with the wrong plate, you're supposed to park by the side of the road and wait until the next day. Or you get rousted. I remember odd-even gasoline; lots of plate swapping and similar scamming.

People are already fighting at gas stations so I wonder if this will make it better or worse. Lines will be shorter, but like you mentioned, there will probably be scammers. I'm just really glad I still have a full tank of gas
