For a two point violation, I can't understand why some will pay a few hundred to get out of the state points when they can take two points, take an online course and be free of them. Of course the lawyers will claim they are needed to get a "deal". Not a great deal unless you have a lot of previous violations. They will also hide the fact that the "no point" violations have no effect on the surcharge applied by your insurance company.
Go to the court house and ask them your questions, they will be able to guide you to the proper office and who to speak with regarding this "legal" issue.
No one here can offer any legal advice and generally unless they work for the specific area of the court system they really cannot give you all of the important details nor can they guess what will happen in court, who you need to speak with or how much a fine might be.
While I generally agree that you shouldn't seek important legal advise from anonymous posters on the internet... this ain't exactly constitutional law to be argued in front of the SCOTUS. There is a long history of how this process works in nearly every town as has been indicated here by others.
