Net Taxable Value is 168000; total property tax 3813+7561

As a new owner, what documents shall I obtain and review from the city ? What trigger a change in axable Value?

Also I plan to apply for an exclusive parking space in front of building; not sure how hard it is ?

All any town is really going to have on file is the following:
  • Property tax card - Just a one page document that lists the same stuff you can see on the website I linked to earlier.
  • Records of any building or zoning permits - These will only go back so far. Maybe 20 years?
  • Records of any documented building, zoning, or health code violations issued.

That's really it. As far as any change in taxable value, it basically comes down to any time you add living space or add a bathroom. If you remodel your kitchen (assuming you're not also putting on addition to make the kitchen larger) with new countertops, cabinets, appliances, etc...the town is not going to care or reassess you based on that. If you add an additional bathroom or bedroom, that will absolutely add to your taxable value, eventually, anyway. A friend of mine is an appraiser who visits homes frequently where the town has not updated records in years. He once went to a home with a property card in hand that said it was a one story frame 1500 SF ranch. When he got there it was a two story 2500 SF colonial.

Just determining whether they were legal renovations--or not--is all you can hope to determine at this point.

Only you can make a value judgment as to whether those renovations were...precious...or worthless...or somewhere in between those two extremes.
