There are several web sites where you can find out the salary of anyone in the district.
and their level, training.
That way you can get an idea what the district is paying who,

Districts will not know what their hiring needs will be until June/July
So you have to send out resumes Jan -April, to get on the pile
Maybe some interviews May/June, to get some good candidates for "potential openings"
2nd interviews / Hiring, July/Aug

so then what is boater1 referencing by the following: "you have to send out resumes Jan -April, to get on the pile"?

also, is *NOW* the time when most vacancies should be posted?

You would have to ask boater for an explanation, as his/her statement is contrary to my experience--of 35 years--in the field of education.

Yes, some vacancies are a known quantity at this point, but others will crop-up during the summer, a small number may be posted just prior to the opening of school in September, and there may even be some posted during the school year. Human behavior--including pregnancies--is not always predictable, and as a result teaching jobs can be posted at various times of the year.

Almost every district around here uses Applitract online, so you should go ahead and enter in everything there. Then you need to favorite all the school districts you are interested in and check their website constantly for openings. Personally, I don't think it hurts to send your resume directly to Principals. You just have to be aggressive and be on top of the job hunting process....check websites daily, cast a wide net (like don't get set on 1-2 districts), consider charter and private schools and check those website often, send resumes directly to schools, etc.

If worse comes to worse, consider taking long term jobs like maternity leave replacements.
