I hope you realize those "blue" areas are generally the major population centers while the big swaths of "red" are the rural sticks and low density suburbs.

The voters still pay state taxes. You are thinking of Federal income taxes which do not apply many low income Americans.

So, you actually believe that 56% of the people who voted in our most recent gubernatorial election pay no taxes?

Why is that so hard to believe? Roughly 50% of Americans pay little to no income tax. Murphy got 1.1 million votes out of the state population of 9 million. That is well under 50% of the state population.

I would say that a very large percentage of his voters do not pay much if any income taxes.

It's not like Phil/Kim would have any say on raising or lowering those Federal income taxes other than making speeches for or against the White House.

And the rest are school teachers, and other public sector, union employees that benefit from the high salaries, benefits, and out of control GOVERNMENT PENSIONS.
