It's not a police issue
it's a civil one
besides I think the JC police may have more pressing issues then a dispute over a security deposit

Is anyone else picking up on the "April 2007 to June 2007" - sounds like your brother broke his lease agreement? Or was it a month to month lease? If he broke the lease, he's out of luck as the landlord has every right to keep his deposit - your brother is lucky that the landlord doesn't go after him for the entire lease amount.

if you go back & read it she/he also says the landlord wouldn't refund deposit until now???? So did they get the money or not??

I did pick up on that as well but I'm assuming she meant "even now... he hasn't been paid"

SORRY GUYS...THANKS FOR YOUR REPLIES ...

As of my understanding from your advices , My brother will not get his money back.
I still didn't receive the money yet. I do have all the copies of Lease - Email conversations, Phone SMS messages. My brother did not break the lease. It was month to month lease.
this case can be prolonged right, My brother may (or may not) come this year for project to USA again.
