We are looking at which state to move to,
she loves busy city life, but we just can't afford
to live in California or New York (and thank God, I hate New York).
We're looking for a city that has a healthy asian population,
a nice place with plenty to do & large enough to be considered
a 'busy city', and some place that is easy on the rent. I haven't
researched rent yet, I will after I post this, but I'd be comfortable
with paying somewhere in the neighborhood of $800/month for a small 1bed1bath apartment.

Fort lee here in NJ comes to mind, except for the $800/month rent.
That might get you a 1 bdrm in Bayonne or JC... try those areas OP - only downside, not many asians but it's nice and close to NYC.
For $800???? Maybe if it doesn't have running water
