Newark , Trenton hasn't gone through Urban Renewal yet. Newark is safe in most of the city and is close to Jersey City / NYC. Also has diverse population of many different nations.
Nexis hit the nail on the head, newark has been through revitalization for a number of years, trenton is still in utter decay. I wouldnt say newark is mostly safe though, maybe about half of it. I live here all my life, but we still have ALOT of problems. But downtown, univ heights, ironbound and airport surroundings have definitely been changing for the better for a number of years.
Newark by far.
I lived in Trenton, and though I lived in a decent area (Chambersburg), I would never recommend living in the city of Trenton to anyone.. At least with Newark you can live in the city without associating with its worst parts-- that's not the case with Trenton since its much smaller.
Stay east of Branch Brook Park... basically, avoid West Newark.
Neither if you have kids. But anything's better than "Darfur on the Delaware."
