I've heard that the problem with the school buses was actually the lack of available drivers...they were busy getting their families out, too.

Regardless, it's fairly indisputable that his actions and inaction heightened the suffering of any number of people. The old saying "pigs get fat, hogs get slaughtered" applies. He just happened to pick an especially bad time to steal from the trough.
