As for going to the Staten Island DMV, I hope you plan on having someone drive you or taking a car service. It is on a bus route - the tail end of one that originates at the ferry terminal. It'll take about 20-30 minutes' driving time via a direct route: bus will take about 1.5 hours. So all the time you save in the DMV itself will be spent getting here. We love having our DMV people; they are nice, friendly, courteous, and efficient. We also like where it is: if you're not from here, it's not easy to get to.

Basically you are tested on Parking, 3-point Turns, turning corners (make sure you look in your mirrors and signal). It's not all that difficult. And since you already had your license you should not have a problem.
I think the only class you have to take is that 3 hour class. Good luck.
Thanks for the correction on the 3 point u-turn.

Word of advice don't only rely on your mirrors only, this is a sure fire way to fail. NY expects you to turn your head in addition to using your mirrors to look for traffic behind you per the reasoning is that you can't see someone in your blind spot even as you pull into traffic.

And the class is now a 5 hour class.

Default Driving School

Is a 5-hour course mandatory for every permit holder in NY ?Although they have 20 years of driving experience from their home country?
By the New York state dmv law any one who is seeking to get a driving license from NY, they must have to do the 5 hour pre-licensing course . Without this certificate number you can not get an appoiment with dmv for your road test NY. So it does not matter you are very beginner driver or you have long time driving experience from your home country.

I think this is true for anyone who holds a foreign driver license and it doesn't matter how much driving experience you have overseas.
