Just wondering if parking enforcement works all day and all night. The situation is that I'm renting a car early tomorrow morning and don't know if I'll find parking in front of my building tomorrow and was wondering the chances of getting a ticket if I park in a no parking zone. It's going to be really early in the morning, around 5:30 a.m., and I'll probably only park in the spot about 20-30 minutes to load some stuff into my car.

Unless the No Parking Zone is clearly noted as having daytime/nighttime limits, then it is ALWAYS illegal to park there and you take your chances on getting a ticket.
Lots of no parking zones are to allow access for fire trucks and emergency services...and since fires and emergencies can happen even at 5.30 am, then no, you shouldn't park there.
If the sign says "No Parking Anytime" then It means it. If the sign just says "No Parking" it means "No parking Anytime".
If the signs says "No parking from.." and then gives you a lists of times, then park when it directs you.
The signs are pretty straight forward. No reason to confuse the issue.
Check the signs before you park. There are some no parking areas where parking is never okay.
Signs will generally tell you when there is no parking between specific hours. For example, a sign may say no parking from 9AM - 10:30AM Mon & Thurs (maybe for street cleaning). Then you can park there before 9AM and after 10:30AM on those days, but not in between.
Meters are not 24 hours. There are no parking meters in effect on Sundays in New York City. Also the meters will generally have a sign that tells you when the meters are in effect.
Ultimately - look for hydrants, no parking zones and read the signs carefully!! At 5:30am you should be fine but make sure it's not a no parking zone.
If the sign simply states No Parking and doesn't mention any specific times, then yes, its 24/7. If you want to risk it for 20 to 30 minutes, that's your call.
Cops/meter maids in my neighborhood are generally fairly lax. If I have a lot of groceries and can't get a spot on my block, I'll park close to (but not totally blocking) the hydrant in front of my building while I carry them in and haven't ever had a problem.
I know someone who parked a rental car too close a corner (because they came late at night and couldn't find a parking spot in the area) and the car was towed very early in the next morning because that.
