Actually, one of the most friendly neighborhoods I've been to in NY is Woodlawn (and it's very white). I think that most people in Woodlawn will say hello in passing. I don't consider my neighborhood (Bedford Park) particularly friendly, but some people will smile and say hello in passing. I've recently been going to Brooklyn (Carroll Gardens) pretty frequently for business and have noticed that people seem to be noticably less friendly than in my Bronx neighborhood. Basically, I think it depends on where you are - different neighborhoods have different personalities.
Ethnic neighborhoods regardless of the race will always be more friendly for the most part from what I've seen... Whether it is a dominican neighborhood, columbian neighborhood, irish neighborhood, guyanese neighborhood, believe it or not these neighborhoods have some of the most friendly people you'll encounter...
From what I've seen it's either the born and bred white or black new yorkers or in alot of cases from what I've seen the new group of hipsters/yuppies that are the most unfriendly... In the first case, as jcoltrane said, they have adopted that NYC tough mentality (it's not really a rude mentality it's just a distrusting one) and still hold those roots strong... In the second case, I think it has to do with the fact that hipsters/yuppies mostly stay to themselves and aren't interested in assimilating to the culture of the city but rather standing out in their own way... This in turn, creates rifts between all kinds of New Yorkers both old school and immigrant alike and that is why many people dislike them (at least that's my humble opinion, take it for what it's worth...)
I think it's the simple reality that most people feel comfortable openly engaging their "own" (whatever that means). I'm black and my girlfriend is white. I've noticed outside of customer service, if a stranger approaches us while we are together--they will almost instantly look at her first, and myself second. If it's a black person, I get referred to first, then they notice her. And that's just the way it is.
The minorities in NY are white...they are 35% of the population...Hispanics and Blacks combined are 55% approximately...the majority. But please continue.

dumb attitude from people, even though its not necessarily their fault (i mean they don't necessarily do that on purpose), as far as myself i would't even care what color you are...people in rich countries tend to judge people by their melanin rate smh
Actually, black and Hispanic do sometimes correlate with each other hence Afro-Puerto Ricans, Afro-Dominicans etc.
