You can develop around E 161st/Yankee Stadium Station , and University Heights , but Morris Heights is already developed around.

Can't blame them still in the 90's atleast Melrose and Tremont stations areas were complete wastelands with no clientele.
I don't have the figures on how many ppl use these stations nowadays but I guess it's not many.

Both stations combined have over 1,000 boarding's a day , 97% are outbound ridership to Westchester and CT. They don't want to Service the Bronx Stations or Queens or Brooklyn due to the overlapping Subway system. Hench why service is rare to the Bronx stations off peak or peak depending on direction.... Its to keep the growing MNRR system from bursting at the seems like NJT or the LIRR... The area around Melrose is slowly improving with alot of redevelopments going up....

The only development available around Yankee Stadium is the waterfront just south of it....which is what is already being developed. There is new waterfront parkland, and they are demolishing other industrial sites for new housing/parks.
