Irish-Yea, its kinda alarming cause some people might think that 9/11 was a one time thing, but there has been 14 foiled plots against NYC targets after 9/11! That's a LOT, that's more than 1 potential attack every year. I say NYPD should keep surveilling Muslims and anyone else who might present a threat. It almost seems like another attack is inevitable. Like you said, it only takes one time for them to get lucky and only one time for authorities to miss it and boom. The more they try, the more likelihood it'll happen. Hopefully, NYPD and FBI stays on top of their game though.

I hope so. The new tower will be equipped with biological and chemical filters in the air supply systems. For optimum firefighting there are extra wide pressurized stairwells, multiple backup systems for emergency lighting (which failed in the Philadelphia Meridian Plaza high-rise fire in 1991) concrete protection for all sprinklers, additional stair exit locations at all adjacent streets and all of the buildings life safety systems like egress stairs, communication antennae, exhaust and ventilation shafts, electrical risers, standpipes and elevators are encased in a three foot thick concrete core for maximum protection. There is also a stairwell dedicated for emergency operations and protected tenant collection points on each floor.

So more steps towards the right direction are taken this time around.
