Don't listen to KK. He hates landlords with a passion so his opinion is bias. He mag have been evicted 1 too many times for him to have such hatred towards landlords, so just ignore him. You are right, its reasonable for the new LL to request a notorized letter from your current LL since you don't have a lease.

if he/she wants to know if you are financially reliable then do a credit check. I'm sure that would show if you have been taken to court for non payment of rent.
My best guess is that your new LL wants to know if you did any damage to the apt. you are presently living in. This way if the present LL lied he/she I suspect, thought I don't know if it can be done, but I do suspect, your present LL wanst to be able to sue this LL for giving out false information that led to this one renting to you. Another words make your presnent LL be held responsible for damages you may do in the future and then not pay for. That is the only reason i can think of for wanting it in writing but other than that ???? There's nothing you can do if your present LL doesn't give it to you so you may as well either look for another apt. or give the phone number and address and let your lazyazz new LL call, write for information.

Second, I've never heard of this before, and don't understand what the point is. I can understand asking for a letter stating that you're a satisfactory tenant, but to just prove residency, why can't you use utility bills?

You say that your current landlord is not trustworthy. I understand and I can understand the new LL's request for some sort of documentation in lieu of a lease.
You are going to have to handle this very diplomatically. You may have to offer your current sleezy landlord something in return for the letter, a "fee" for his time and trouble for producing the letter, replacing something in your apartment at your expense, or something else that would appeal to him in order to get the letter in a timely fashion. Unfortunately, this is how the world works.

I'm not saying there's anything sinister, LOL. I'm saying never trust what a present LL has to say because they will and do lie if the tenant is a bad tenant. Landlords do this just to get rid if bad tenants. So any LL that wants to check up on a perspective tenant should not trust what the present LL has to say. It's better to get the LL the tenant is no longer renting from because that LL has nothing to lose. There is no need to get a written letter let alone a notarized letter when a phone number, address and name will do but if a LL wants additional information then such as proof that the tenant did in fact live (resised) at such and such address and pay rent, etc. then a copy of the rent checks should do and any utilitity bills, if in tenants name, should be good enoungh to prove the tenant lived there.
Also, if renting in a multi-dwelling apartment I know the Fire Dept. does keep track of the names of the tenants in the building. Not sure about the Municipality but that could worth looking into too. So really there is no need to get anything in writing from the present Landlord.
But as I said in my previous post I agree with you that this new LL probably just want's to make sure the present LL isn't a fake and this one thinks a notarized letter will prove it's the real landlord. Really it's not necessary to put the tenant through all that and I tell you now if it were me being asked as a landlord to sign something like that I would never sign anything to another LL no matter how good my tenant was.
