I think that's exactly what happen, the livery company are registered, but some of the guy
working for them are not registered cab driver with the city because it's just a second job
or part time thing where the guy just trying to make some extra cash besides their main job.

This is probably accurate. My GF mentioned it was good it happened in front of the house, Because I would have probably had to make my own way home if it was en route. Would not have been a problem, Just time consuming on a Sunday eve.

The driver was likely an immigrant, and probably just put on the first english station he found, lol. Hey at least he showed some courtesy, many times the driver just blasts music from their own country and doesn't ask if you mind.

Yeah most of these cabs work 24 hours and with several drivers, maybe 1 or two of the drivers per cab are registered so you can imagine. For NYPD there are much bigger fish to fry though. I'd much rather they give real criminals a hard time than these guys...

Agree, I always have a soft spot for the hard working people, as long as they are not going
out there robbing and hurting other people, I'll give them a pass even if it's not necessarily
legal if it's up to me.
