I moved into a new apartment this month, which is supposed to be luxury. HVAC unti from Islandaire is there in living and bedroom. Building boiler heat is not continuous and works in intervals. When boiler is working and I have heating button ON, I notice that heat is dispensed with a light speed fan and the fan and heating eventually stops when boiler goes off, it kicks back-in again sooner boiler is working again.
Now the issue, Bed room unit fan never stops when heat button is ON. It is fast & noisy as well. When boiler stops it keeps, bedroom unit throwing cold air. I don't wish to baby sit this. I wanted to check if any of you have experienced similar situation? I explained this to bldg super and he says it is working as expected. I plan to reach out to bldg mgmt but likes to be prepared with the correct info.
Should I have some A/c repair person check this? or there is anyway I can check? What is your suggestion to approach this issue?

It sounds like you have a PTAC? I have heard of one case where they are supplied by a master boiler in the basement (which only provides hot water to the PTAC) - any others are standalone units not connected to any common building mechanicals.

How do you know the boiler is on or off? Historically the vast majority of problems lie with the PTAC itself. I assume your lease covers who is liable for what in this regards.
Perhaps check with a neighbor or two if they are having a similar issue.

thanks for the response. Yes it is PTAC unit. yes, the boiler is located at basement. When boiler is ON both units emits the hot air, when it gets Off I see living room heating fan stops and bed room one still running. Is this the right behavior? Should fan not stop when the boiler shuts down? There may be something wrong with the thermostat. Attaching an image for identifying the unit.

Thanks for the suggestion, I will check with my neighbors. Still have to meet people as moved in two weeks ago. In my lease all this lies with building to fix.

Based on your info it sounds as if the aquastat has fallen off the heat pipe or has become disconnected from the unit. The photo below shows what the aquastat is. It needs to be clicked on to the heat pipe and plugged in to the molex plug with yellow wires. If it is already on the pipe and plugged in, chances are it needs a replacement.
