This is annoying as hell. With advent of nano-technology they are going to make phone speakers loud as boom boxes I hate to say it but all the offenders have either been black or latino. I'm latino btw.
Soooo what,its nyc you see all kinds of ishhh....stupid ishhh....dumb ishhhh,crazy ishhhh. In the 90's people blasted music from boom boxes any and everywhere. Soo wat,either deal with it or walk through the doors to another cart. Sooo wat!!!
Its not about being hood,its about being in a city where these occurrences will happen and complaining about something that will not ever change. So why vent about it. Its pointless. Again do not let the name fool you,hmmm i bet if it was suzzi678 or sara345 i would not be refered to as hood huh. Anyway i stand by my comment call it hood ghetto idgaf,stop venting about ishh thats never gonna change,and being in nyc it will never stop only evolve with the advancing technology.
I agree that its very annoying and certain types of people seem to be the main culprits. Hell in the early 90s i was blasting my radio all over bushwick projects, BUT I GREW UP and left behind a certain mentality lifestyle.

I think that's what the OP is hoping/wishing. That people would just grow the eff up and create a better overall image
