Articles like this remind me that the city and many neighborhoods in it tend to go through up and down cycles. I imagine in another 60 years we may be reading a similar article about how Chelsea has been cleaned up since its decline in the 2030s, and how its relatively safe and also a cheaper alternative to the high end neighborhoods in the Bronx.
