Moving to NY Fashion designer and a painter with 3 kids (New York: to rent, primary school)

I'm pondering the possibility of moving to New York for what I'm searching through every resource available. If anyone knows about good(excellent) primary school, areas to live and commute to Garment District, budget for a family of 5, ANYTHING. My kids have 8, 6 and 3 tears old. My husband is a painter and I'm a fashion designer, we are from Puerto Rico. My priority is the education for the kids and a safety place for them. I will gladly accept any information, THANKS.
